ANNOUNCEMENT OF CONSULTATIONS ORGANISED BY EAP
ISSUE GROUP OF EUROPEAN ECO-FORUM
Dear Friends and Colleagues:
At the beginning of October 2003, the Task Force for the
Implementation of the Environmental Action Programme for Central and Eastern Europe (EAP
Task Force) will hold a number of important meetings at OECD headquarters to discuss
issues of implementation of the EECCA Environment Strategy.
CONSULTATION OF EAP TASK FORCE BUREAU WITH EECCA REPRESENTATIVES WILL TAKE PLACE ON 5
OCTOBER.
This meeting will address the following issues:
Actions by EECCA Countries to Achieve the Objectives of the
EECCA Environment Strategy
EECCA country representatives will be invited to describe the
steps that the countries plan to take to achieve the objectives of the EECCA Environment
Strategy. Country representatives will describe any action plans that had been, or would
be, developed. They will indicate the priority areas of the EECCA Strategy that they
proposed to concentrate on in the short- to medium-term.
Role of the EAP Task Force to support the achievement of the
EECCA Environment Strategy Objectives
EECCA country representatives will be invited to propose how
the EAP Task Force could best assist them to achieve the objectives of the EECCA
Environment Strategy, and what activities could help to secure the commitment of EECCA
countries and their ownership of the activities carried out by the EAP Task Force.
THE ROLE OF THE PROJECT PREPARATION COMMITTEE (PPC) AND ITS
COOPERATION WITH THE EAP TASK FORCE
The PPC Chair and secretariat will review the changed role of
the PPC in light of decisions taken at the Kiev Ministerial Conference, and outline the
activities that the PPC would propose to carry out in the coming period.
KIEV + 1 MINISTERIAL MEETING
EECCA country representatives will be invited to indicate
whether their country would propose to be a candidate to host the Kiev + 1 Ministerial
meeting. The Ministerial meeting will be held in 2004 to review progress in achieving the
objectives of the EECCA Environment Strategy and to provide further impetus to those
efforts.
A JOINT MEETING OF THE EAP TASK FORCE AND THE PROJECT
PREPARATION COMMITTEE will take place on 6-7 October 2003.
The Joint Meeting will address:
EAP Task Force Programme of Work and Budget to support
specific EECCA Environment Strategy objectives
i) Role of EAP Task Force to facilitate the achievement of
EECCA Environment Strategy objectives
ii) Activities of International Organisations and Regional Environmental Centres to
support strategy objectives
iii) The UNECE Environmental Performance Review Programme and the EECCA Environment
Strategy
Role of Project Preparation Committee, including
cooperation with EAP Task Force
Current budgetary situation: EAP Task Force and Project
Preparation Committee
Preparation of the "Kiev+1"Ministerial meeting

The EAP Issue Group of European ECO-Forum prepares its
comments on agenda items.
NGOs from EECCA, as well as CEE and Western Europe, are
welcome to submit their comments before 2 October 2003 addressing the following questions:
1) What are the recent developments in the preparation of
action plans to implement the Strategy and in identification of priority areas in the
countries? How do governments and Regional Environmental Centres involve NGOs in this
discussion?
2) Are the steps, suggested by international organizations
for the implementation of the Strategy, enough?
3) How do we envisage the Kiev + 1 EECCA Ministerial meeting
and the role of NGOs in its preparatory process?
