CONSULTATIONS ORGANISED BY EAP ISSUE GROUP OF
EUROPEAN ECO-FORUM
The Environmental Strategy for Eastern Europe, Caucasus
and Central Asia is one of the main documents prepared for the Kiev Ministerial Conference
“Environment for Europe” (21-23 May 2003) and adopted in Kiev. The Strategy was
developed upon the initiative of Georgia and Ukraine in order to help speeding up the
environmental reforms in these countries based on cooperation within the region of the UN
Economic Commission for Europe.
Non-governmental organisations have actively participated
in the drafting of the Strategy from the time of emergence of the idea of such document.
They have submitted comments to all drafts and participated in the official negotiations
on the Strategy. In December 2002 – January 2003 the Issue Group of European ECO-Forum
on Environmental Action Programme for Central and Eastern Europe (EAP Issue Group)
organised an unprecedented broad consultation process. The draft Strategy was discussed by
way of electronic discussion. National multi-stakeholder seminars were held in all
countries. A seminar of non-governmental organisations from EECCA countries took place.
All together, around 700 organisations participated in the discussion process. Most of
comments, remarks and proposals were included in the official draft of the document. The
Department of Environment, Food and Rural Affairs of the United Kingdom and to the United
Nations Development Programme provided support to the consultation process.

prepared during the discussion process on the draft of EECCA Environmental Strategy. The
EAP Issues Group will do its best to ensure that public participation in the
implementation of EECCA Environmental Strategy will be as effective as it was during the
preparatory process.
